GRACE PROJECT "GUARANTEEING RIGHTS AND IMPLEMENTING THE CHARTER"

Since autumn 2025, the Centre for Regulatory Impact Assessment has been part of a consortium implementing the GRACE Project, (short for Guaranteeing Rights and Charter Enforcement), called, which is an abbreviation of. The project is funded by the European Commission's Citizens, Equality, Rights and Values (CERV) Programme and aims to take the implementation of the Charter of Fundamental Rights of the European Union (EU) to a new level in EU Member States that have been vulnerable to a deterioration in the implementation of fundamental rights and the rule of law in recent years. The project is implemented in three target countries, Romania, Greece and Bulgaria, using the expertise and experience of organisations working at EU level, which are based in Belgium. It seeks to address the problem of low awareness of the Charter among the public and national administrations, which directly affects the state of fundamental rights in the participating countries. By carrying out capacity-building activities for both national and local administrations and civil society organisations, and establishing a systematic and comprehensive mechanism for monitoring the implementation of the Charter, GRACE aims to assess and address existing gaps and advocate for appropriate reforms that are critical for the respect of fundamental rights enshrined in the Charter. The project aims to foster cooperation between civil society organisations, national and local authorities and the general public, thereby ensuring that fundamental rights are not only respected but also actively upheld, leading to more inclusive, transparent and effective policy-making in the selected EU Member States.
